Of all places to find this photograph, It's a PRESS PHOTO and was posted on eBay by Historical Images, I purchased it. Here is the write up that was on the back of the photograph.

SHENANDOAH REBEL EVICTED FROM HOUSE
Melanchton Cliser and his wife, evicted from their Skyland Home at Luray, VA. October 3, to make room for the new park, put up determined resistance and almost wore down a reluctant Sheriff and two Deputies. Pictured above is Cliser, flanked by Sheriff E.L. Lucas (left) and Deputy Claude Shaver. Mrs. Cliser, sitting on the porch, just staying put. The Government wants to make a park out of the Shenandoah National Park grounds, and doesn't want any mountaineer houses or filling stations marring the gorgeous scenery. 10/4/1935
